Yes: the AP2 S2000 gauge cluster from the S2000 (2004-2009) fits the S2000 AP1 (1999-2003) — difficult difficulty, modifications required.

Installation notes
Yes — the gauge cluster from a 2004–2009 S2000 (AP2) bolts into a 2000–2003 S2000 (AP1), but it only works after harness changes. S2KI members report different connectors between the generations and say the dash harness changed every couple of model years, so a matched set of harnesses is the cleanest route. You lose the AP1's 9,000 rpm tach scale, and the AP2's outside-temperature display will not work in an AP1.

Required modifications
The cluster bolts into the AP1 dash, but the connectors differ. Either fit a matching AP2 dash harness set (a dash-out job; the lower dash harness runs behind the defroster vent) or cut the AP2 cluster sockets onto the AP1 harness and repin to suit. Members advise against relying on soldered splices, which can crack from vibration.
Caution
Important caveats
- Not plug and play: AP1 and AP2 harness connectors differ.
- Harnesses also changed within each generation (members describe 2000–01, 2002–03 and 2004–05 sets), so mixing years can leave a plug that does not match.
- The odometer is stored in the cluster, so the car will show the donor cluster's mileage.
- The AP2 tach does not read to 9,000 rpm; members say a European or JDM cluster is needed for that.
- Few owners have documented this swap, so expect to work from wiring diagrams.
