2 Disconnect the upper fuel line

The top of the filter is held by a fitting with a 17mm head. Back it off - it usually comes loose easily - then move the fitting and its tubing aside. Expect a small amount of fuel to weep from the opened port, so tuck rags underneath to catch it. This exposes the passage through the top of the filter.

3 Break the lower line nut loose before touching the bracket

This order matters. The supply line threads into the base of the filter with a nut that takes a 14mm wrench (a 9/16" also fits). 5 Fit the new filter
